TLDreg.lt

Last updated: September 14, 2026

These Terms of Service ("Terms") govern the use of TLDreg.lt and the domain name registration and related services provided through the website.

1. Service Provider

TLDreg.lt ("TLDreg", "we", "us" or "our") is operated by:

Arminas Keršys

Individual activity under certificate No. 919395

Business address: Justiniskiu g. 144D

E-mail: info@tldreg.lt

TLDreg.lt is a trading name used for the provision of domain name registration and related services.

By creating an account, placing an order or using our Services, you agree to these Terms. If you use the Services on behalf of a legal entity or another person, you confirm that you have authority to act on their behalf.

2. Definitions

For these Terms:

  • Customer means the person who purchases or uses Services from TLDreg.
  • Registrant or Domain Name Holder means the natural or legal person to whom the right to use a .lv domain name is registered.
  • Registry or NIC.LV means the Network Solutions Department of the Institute of Mathematics and Computer Science, University of Latvia, which operates the .lv top-level domain Registry.
  • Services include .lv domain registration, renewal, management, transfer and, where offered, DNS hosting, DNSSEC and related services provided by TLDreg.

3. Relationship Between TLDreg, the Registrant and NIC.LV

TLDreg provides intermediary domain name registration and management services between the Registrant and NIC.LV.

Registration of a .lv domain does not transfer ownership of the domain name. The Registrant acquires a right to use the domain name in accordance with the applicable NIC.LV rules.

When a .lv domain name is registered, two separate legal relationships exist:

  1. A service agreement between the Customer and TLDreg governed by these Terms.
  2. An agreement between the Registrant and NIC.LV concerning the right to use the .lv domain name.

By requesting registration, renewal, transfer or management of a .lv domain through TLDreg, the Registrant authorises TLDreg to submit the necessary requests and information to NIC.LV and to act on the Registrant's behalf to the extent necessary to provide the requested Services.

4. NIC.LV Policies

The Registrant must comply with the current NIC.LV rules applicable to .lv domain names, including in particular:

  • the Policy for Acquisition of the Right to Use Domain Names under the Top-Level Domain .lv;
  • the .LV Domain Name Dispute Resolution Policy;
  • the applicable Rules for .LV Domain Name Dispute Resolution Policy;
  • the Registration Data Verification Policy;
  • the Domain Name Data Disclosure Policy;
  • the NIC WHOIS Policy;
  • applicable technical requirements; and
  • other binding NIC.LV policies.

Before submitting an order for registration of a .lv domain, the Customer must confirm that they have read and agree to the applicable NIC.LV Policy.

The applicable NIC.LV rules form part of the conditions governing the Registrant's right to use the domain name.

If these Terms conflict with a mandatory NIC.LV rule in relation to the registration or use of a .lv domain, the applicable NIC.LV rule will prevail for that matter.

NIC.LV may amend its policies from time to time. The Registrant is responsible for complying with the version applicable to the domain name at the relevant time.

5. Domain Registration

Submitting and paying for an order through TLDreg does not guarantee registration of the requested domain name.

Domain availability information is provided on a best-effort basis. A domain shown as available may be registered by another person before the registration request reaches or is accepted by the Registry.

Registration is completed only after the Registry has accepted the application and entered the domain name into the Registry.

NIC.LV processes domain registration applications in the order in which they are received. TLDreg is not responsible for another applicant registering the requested domain before TLDreg's registration request is accepted.

TLDreg may refuse or delay an application where:

  • the application is incomplete;
  • payment has not been received;
  • required verification has not been completed;
  • the requested domain does not comply with NIC.LV rules; or
  • processing the request would violate applicable law or Registry requirements.

6. Registrant Information

The Customer must provide complete, accurate and current information concerning the Registrant and all required contact persons.

A domain ordered for a Customer will normally be registered in the name of the actual Registrant, not in the name of TLDreg.

The Customer must ensure that:

  • the Registrant's name or legal entity name is correct;
  • the e-mail address and telephone number supplied are valid;
  • the Registrant can be contacted using the supplied information; and
  • any person acting on behalf of another person or legal entity is properly authorised to do so.

The Customer must notify TLDreg without undue delay if registration or contact information changes.

Providing false, misleading or materially incomplete registration information may result in rejection of an application, a requirement to correct or verify the information, suspension of the domain's technical information or other measures permitted by NIC.LV policies or applicable law.

7. Identity and Registration Data Verification

TLDreg may verify the identity, contact details, legal capacity or representative authority of a Registrant before or after performing a domain-related action.

Verification may include:

  • e-mail or telephone verification;
  • electronic identification;
  • checks against reliable or publicly available registers;
  • requests for supporting documents; or
  • other proportionate verification methods.

For a legal entity, TLDreg may require evidence showing that the person requesting an action is authorised to represent that entity.

The Customer agrees to cooperate with reasonable verification requests and to provide the requested information within the specified period.

Failure to complete required verification may result in the registration, renewal, transfer or requested change being delayed or refused.

Where permitted or required by NIC.LV policies, unsuccessful verification may result in technical information being disabled or other measures affecting the domain.

TLDreg may retain appropriate evidence showing what verification was performed where this is necessary to comply with Registry requirements or applicable law.

8. Customer Authorisation

The Customer authorises TLDreg to carry out domain-related operations requested through the Customer's account or through another verified communication method, including:

  • registration;
  • renewal;
  • modification of registration data;
  • nameserver changes;
  • DNSSEC-related operations; and
  • transfer procedures where applicable.

TLDreg may require additional authentication or written confirmation before executing a sensitive operation, including transfer of the right to use a domain name, change of Registrant or other action that materially affects control of a domain.

The Customer is responsible for maintaining the security of their TLDreg account credentials and must notify TLDreg promptly if unauthorised access is suspected.

9. Domain Name Selection and Third-Party Rights

The Registrant is responsible for the domain name selected and for ensuring that its registration and use comply with applicable law and NIC.LV policies.

The Customer must not knowingly request or use a domain name in a manner that infringes trademarks, company names or other legitimate rights of third parties, or otherwise violates applicable law.

TLDreg does not determine whether a requested domain infringes third-party rights and does not provide legal clearance of domain names.

Disputes concerning .lv domain names may be subject to the .LV Domain Name Dispute Resolution Policy, applicable dispute rules, court proceedings or other procedures established by NIC.LV and applicable law.

10. Prices, Payments and Taxes

Prices applicable to TLDreg Services are displayed on the TLDreg.lt website or during checkout.

Unless stated otherwise, the Customer must pay the applicable amount before TLDreg is required to submit a new registration or renewal request.

Applicable taxes, including VAT where required, will be shown on the invoice or during checkout.

NIC.LV charges for registrations performed through registrars are handled between NIC.LV and TLDreg. The Customer pays TLDreg according to TLDreg's published prices and payment conditions.

If TLDreg receives payment but the requested domain cannot be registered, the registration charge will normally be refunded using the original payment method, subject to:

  • any costs already properly incurred;
  • mandatory law; and
  • the circumstances of the failed application.

Payment processing may be provided by third-party payment service providers.

TLDreg does not store full payment card details where those details are processed directly by the payment provider.

11. Registration Period and Renewal

A domain remains registered only for its applicable paid registration period.

The Customer is responsible for ensuring that renewal fees are paid before the renewal deadline.

TLDreg may send renewal reminders to the e-mail address associated with the Customer's account.

Customers must keep this address current.

Where configured, TLDreg may send renewal reminders before expiry, for example approximately:

  • 30 days before renewal;
  • 14 days before renewal;
  • 7 days before renewal; and
  • 1 day before renewal.

Failure to receive a reminder does not remove the Customer's responsibility to maintain current contact information and renew Services they wish to continue.

If the domain is not renewed, its operation may be suspended and the Registry may eventually terminate the agreement and make the domain available for registration by another person in accordance with NIC.LV rules.

TLDreg cannot guarantee recovery of a domain after expiry, termination or deletion.

12. Transfers and Changes of Registrar

The Registrant is free to choose its registrar.

Subject to verification of the requester and applicable NIC.LV procedures, TLDreg will cooperate with legitimate requests to transfer management of a domain to another .lv registrar or to direct NIC.LV management.

TLDreg will not charge a contract termination fee solely because the Registrant chooses another Registrar or chooses to manage the domain directly through the Registry.

Before processing a transfer, change of Registrant or other sensitive request, TLDreg may require verification of the identity and authority of the requester.

13. DNS Services

Where TLDreg offers authoritative DNS hosting and the Customer chooses TLDreg's nameservers, the Customer may be provided with facilities for managing DNS records.

Where the Customer uses third-party nameservers, the Customer is responsible for ensuring that those nameservers are properly configured and comply with applicable NIC.LV technical requirements.

Where required by NIC.LV, appropriate nameserver redundancy must be maintained.

TLDreg does not guarantee that DNS changes will become visible instantly because DNS propagation and caching may be controlled by third-party networks and resolvers.

Where DNSSEC functionality is offered, additional conditions or technical requirements may apply.

14. Abuse and Unlawful Use

The Customer may not knowingly use TLDreg Services to facilitate unlawful activity or compromise the security or stability of the Domain Name System.

This includes, where applicable:

  • phishing;
  • malware distribution;
  • botnet activity;
  • pharming;
  • DNS abuse;
  • fraudulent activity; and
  • other activity prohibited by applicable law or NIC.LV policies.

TLDreg may take reasonable measures required by law, a competent authority or NIC.LV, and may suspend ancillary TLDreg services where necessary to address security incidents, abuse or material breaches of these Terms.

Any Registry-level restriction, suspension, transfer or cancellation of the right to use a .lv domain remains subject to applicable NIC.LV policies, lawful orders and applicable law.

15. Personal Data and Data Disclosure

Personal data are processed in accordance with the TLDreg Privacy Policy.

To provide .lv registration services, TLDreg must transmit relevant registration information to NIC.LV and may process that information for:

  • registration;
  • renewal;
  • transfer;
  • verification;
  • administration;
  • security; and
  • related purposes.

Certain registration information may be made available through NIC.LV's WHOIS service in accordance with the NIC WHOIS Policy.

TLDreg may disclose non-public registration information where disclosure is required or permitted by applicable law or the applicable NIC.LV Domain Name Data Disclosure Policy.

Such requests will be assessed for:

  • legal basis;
  • purpose;
  • proportionality; and
  • data minimisation where required.

Further information about TLDreg's data processing, processors, retention periods and data-subject rights is provided in the separate Privacy Policy.

16. Consumer Right of Withdrawal

This section applies only where the Customer qualifies as a consumer under applicable law.

A consumer entering into a distance service contract generally has a statutory right to withdraw from the contract within 14 days, subject to the conditions and exceptions provided by applicable law.

Where the consumer asks TLDreg to begin performing the requested service before the end of the withdrawal period, TLDreg may begin performance immediately after receiving the consumer's express request.

If the consumer withdraws after performance has begun, the consumer may be required, where permitted by law, to pay an amount proportionate to the Services already provided.

Where a service has been fully performed during the withdrawal period following the consumer's express prior request and acknowledgement, the right of withdrawal may cease to apply to that fully performed service to the extent permitted by applicable law.

The .lv Agreement on the Right to Use the Domain Name with NIC.LV is separate from the TLDreg service agreement.

Consumer withdrawal rights concerning that Registry agreement are governed by NIC.LV's applicable withdrawal policy and applicable law.

Nothing in these Terms limits any mandatory consumer right that cannot lawfully be excluded.

17. Service Availability

TLDreg will use reasonable care in providing its Services but cannot guarantee uninterrupted availability of every component.

Domain registration and management depend partly on services operated by:

  • NIC.LV;
  • payment providers;
  • DNS infrastructure;
  • hosting providers;
  • Internet service providers; and
  • other third parties outside TLDreg's direct control.

Scheduled maintenance, technical failures, Registry outages, Internet failures, security incidents or events outside reasonable control may temporarily affect Service availability.

TLDreg does not guarantee that any particular domain will remain available until Registry confirmation has been received.

18. Limitation of Liability

Nothing in these Terms excludes or limits liability where such exclusion or limitation is prohibited by applicable law.

To the extent permitted by law, TLDreg is not liable for losses caused solely by circumstances outside its reasonable control, including failure of the Registry or third-party infrastructure, provided that TLDreg has complied with its contractual and legal obligations.

The Customer remains responsible for:

  • maintaining appropriate backups of any content or configuration that depends on the domain; and
  • ensuring that important contact details associated with the domain remain current.

TLDreg is not responsible for disputes concerning intellectual property or other third-party rights arising from the Customer's choice or use of a domain name.

Mandatory consumer rights remain unaffected.

19. Suspension and Termination of TLDreg Services

The Customer may discontinue TLDreg Services subject to outstanding obligations and applicable domain-transfer procedures.

TLDreg may suspend or terminate its service relationship where:

  • the Customer materially breaches these Terms;
  • the Customer fails to make required payments;
  • fraudulent or materially inaccurate information is provided;
  • the Customer compromises Service security;
  • the Customer refuses mandatory verification; or
  • suspension or termination is required by applicable law or NIC.LV.

Where reasonably possible and legally permitted, TLDreg will provide notice and an opportunity to remedy a remediable breach before terminating Services.

Termination of the service relationship with TLDreg does not necessarily terminate the Registrant's underlying right to use a .lv domain.

Domain management may instead be transferred to another registrar or to direct Registry management in accordance with NIC.LV procedures.

20. Changes to These Terms and Registry Rules

TLDreg may amend these Terms where reasonably necessary to reflect changes in:

  • Services;
  • applicable law;
  • security requirements; or
  • Registry rules.

Material changes affecting existing Customers will be communicated by appropriate means, such as:

  • e-mail;
  • notification through the customer area; or
  • publication on the website.

Changes will not remove rights already accrued under mandatory law.

NIC.LV may independently amend its policies and technical requirements.

Customers using .lv Services remain subject to applicable NIC.LV rules as amended from time to time.

21. Governing Law and Disputes

The service agreement between the Customer and TLDreg is governed by the laws of the Republic of Lithuania, without limiting mandatory rights granted to consumers under applicable law.

The separate agreement between a .lv Domain Name Holder and NIC.LV concerning the right to use a .lv domain is subject to the rules and applicable law specified by NIC.LV.

Customers should first submit complaints concerning TLDreg Services to:

info@tldreg.lt

TLDreg will review consumer complaints in accordance with applicable Lithuanian law.

Where a consumer complaint cannot be resolved directly, an eligible consumer may apply for out-of-court dispute resolution to the:

State Consumer Rights Protection Authority (Valstybinė vartotojų teisių apsaugos tarnyba - VVTAT)

A. Goštauto str. 12 LT-01108 Vilnius Lithuania

Website: https://vvtat.lrv.lt/

This section does not prevent either party from exercising any right to seek judicial relief available under applicable law.
